How often do EU VAT rates change?

EU VAT rates are set by each member state and can change at any time, though changes are relatively infrequent. Most countries adjust rates every few years. Which EU country has the highest VAT rate?

Hungary has the highest standard VAT rate in the EU at 27%. This is followed by Denmark, Sweden, and Croatia at 25%. Luxembourg has the lowest standard rate at 17%, followed by Malta at 18%.

Do digital services use standard VAT rates?

Yes — digital services (SaaS, e-books, online courses, streaming, downloads) are taxed at the standard rate of the customer's country under the EU OSS scheme. There are no reduced rates for digital services. This means if you sell a SaaS subscription to a customer in Hungary, you must charge 27% VAT.

What is a VAT number prefix?

Every EU VAT identification number starts with a two-letter country prefix (e.g. DE for Germany, FR for France). The prefix identifies which country issued the VAT number. Note that Greece uses the prefix EL (not GR). When validating VAT numbers, the prefix is required.
